Abstract

Penyaluran pupuk bersubsidi sangat diperlukan bagi para petani di berbagai daerah Indonesia karena mayoritas petani di Indonesia memiliki penghasilan menengah ke bawah dan memerlukan pupuk untuk bertani. Penelitian ini bertujuan untuk menganalisis pemyaluran pupuk bersubsidi di Kelompok Tani Patamuan Kota Padang. Metode yang digunakan dalam penelitian ini adalah dengan menggunakan metode survei. Jumlah seluruh responden sebanyak 42 petani dari total 71 orang populasi. Teknik pengambilan sampel dalam penelitian ini dengan menggunakan teknik sampling acak sederhana. Analisis data yang digunakan dalam penelitian ini yaitu mengacu kepada Permendag No. 15 Tahun 2013, bahwa penyaluran pupuk bersubsidi harus sesuai dengan enam Azas Ketepatan, yaitu; Ketepatan Harga, Ketepatan Jumlah, Ketepatan Waktu, Ketepatan Tempat, Ketepatan Mutu, dan Ketepatan Jenis. Hasil penelitian menunjukkan bahwa penyaluran pupuk bersubsidi di kelompok tani Patamuan belum sesuai dengan enam ketepatan yang sebelumnya telah ditetapkan oleh pemerintah, hal ini terjadi karena hanya dua jenis pupuk bersubsidi yang diterima oleh petani, sedangkan yang disalurkan oleh pemerintah ada tujuh jenis pupuk yang telah bersubsidi.
