Analisis Tingkat Kepuasan Petani terhadap Program Asuransi Usahatani Padi (AUTP) di Kecamatan Kuranji Kota Padang

Abstract

KecamatanKuranjimerupakansalahsatukecamatanyangmengalamipenurunanperkembanganpelaksanaan AUTP di tahun 2018 menjadi di bawah target. Dengan menurunnya tren perkembangan programAUTP mengindikasikan bahwa petani kurang puas terhadap AUTP. Berdasarkan hal tersebut makatujuanpenelitianiniadalah: 1)mendeskripsikanpelaksanaanprogramAUTPdiKecamatanKuranjiKotaPadang,menganalisispersepsipetaniatas kinerja(performance)dankepentinganatribut-atributAUTP,dan(3)menganalisis tingkat kepuasan petani terhadap atribut-atribut AUTP. Metode yang digunakan adalah metode survei dengan wawancara dan kuisioner. Penelitian ini mengunakan metode accidentalsampling terhadap 30 sampel yang terdaftar pada program AUTP tahun 2018. Berdasarkan hasil analisis Importance-Performance Analysis (IPA) terdapat 5 atribut yang berada pada kuadran Iyaitu atribut persyaratan ganti rugi berdasarkan luas kerusakan, persyaratan ganti rugi berdasarkan umur padi,jumlah klaim yang diterima, lama klaim cair, dan pedoman AUTP. Pada kuadran II terdapat 17 atribut yaitusosialisasi langsung/pertemuan, jaminan yang ditanggung, peran ketua kelompok tani, jumlah subsidi premi,kemudahanprosespendaftaran,formulirpendaftaran,formulirpemberitahuankerusakan,kemudahanmengajukanklaim, peran petugas asuransi, peran PPL dan UPTD kecamatan, jumlah premi swadaya, peran POPT, kemudahanpencairan dana klaim, kemudahan penerimaan klaim, kemudahan proses pengajuan klaim, formulir berita acarapemeriksaan kerusakan, dan kemudahan mendapatkan informasi. Pada kuadran III terdapat 5 atribut yaitu atributinternet, leaflet/spanduk/baliho, pengumuman di masjid, koran/majalah, dan radio. Berdasarkan hasil analisisCustomer Satisfaction Index (CSI) diperoleh nilai sebesar 69,2 persen yang berarti secara umum indeks kepuasanpetaniterhadapatributAUTPyangdianalisisadalahpuas.
