Efektivitas Program Pupuk Bersubsidi Pada Petani Padi di Nagari Guguak VIII Koto Kecamatan Guguak

Abstract

Penelitian ini bertujuan untuk mengetahui efektivitas program pupuk bersubsidi pada petani padi di Nagari Guguak VIII Koto. Efektivitas program pupuk bersubsidi dapat diukur dengan 6T. Penelitian ini menggunakan metode kualitatif dengan teknik wawancara dan pengisian kuesioner oleh 32 petani yang selanjutnya di analisis menggunakan analisis deskriptif dan diolah menggunakan rumus pengukuran tingkat efektifitas. Hasil penelitian ini menunjukkan bahwa 4 indikator yaitu tepat jenis, tempat, waktu dan mutu dikategorikan sangat efektif, sedangkan untuk indikator tepat jumlah dan harga dikategorikan sangat kurang efektif dikarekan jumlah pupuk yang diterima tidak mencukupi kebutuhan tanaman padi dan harga pupuk subsidi yang di atas Harga Eceran Tertinggi (HET), yang disebabkan oleh biaya tambahan oleh distributor, sehingga menyebabkan pengecer resmi menjual pupuk subsidi di atas Harga Eceran Tertinggi (HET). Secara keseluruhan efektivitas program pupuk bersubsidi pada petani padi di Nagari Guguak VIII Koto Kecamatan Guguak berjalan cukup efektif, hal ini dibuktikan dengan persentase efektivitas sebesar 71%.
